Bataillon was formed in April 1939 in the village of Nohra near the city of Weimar. In January 1940, the regiment moved to the city of Heiligenbeil (today Mamonovo/Мамоново, Russian Federation, Kaliningrad Oblast) and the II. Bataillon was formed. In April 1941, the regiment moved to the city of Antwerpen (Belgium) and in August 1942 it was renamed Flieger Regiment 51.
